Is it a wide tie like an ascot, Tommy, or just regular width like you'd wear to the office? If it's one of the wide ones, I think you can get away with it if it's a good material--many people prefer them to bowties nowadays. If you wear that tie, you need the vest: they're really made to go together and look super-classy. If you wear a bowtie, you won't need a vest.

My wife and I just went to a black-tie Jewish wedding a couple of weeks ago. I wore the vest with the bowtie. This seemed to be the most common arrangement (mostly without the turned-up pointy collar option). Not a lot of regular ties, but there were some. For reference, this was a VERY large (470 guest) wedding, in Beverly Hills, CA. Hope this helps, email if you have questions!

I agree with your mom. I think a tux looks better with a bowtie. I know that vests are in style now but to me, they look a little too "member of the wedding court".
